Australia's rebalanced points test: where to gain points

English, experience and partner skills now carry more weight, here's how to plan your claim.
What the points test is really for
Australia does not want to read your cover letter. The General Skilled Migration programme (subclasses 189, 190 and 491) reduces you to a number, and that number decides everything. The pass mark is 65 points. Almost nobody should aim for 65. In the occupations most migrants apply from, invitations have historically gone out at 80, 85, sometimes 90 or more. Think of 65 as the price of a ticket to the waiting room, not a seat on the plane.
The good news is that the scoring table is public, mechanical and gameable in the honest sense of the word. Two applicants with identical careers can differ by 25 points purely on preparation. This guide walks the table in the order that actually matters.
The scoring table, ranked by leverage
Age: the clock you cannot argue with
The maximum 30 points go to applicants aged 25 to 32 at the moment of invitation. From 33 the score steps down, and at 45 you can no longer apply at all. There is no appeal and no exception for brilliance.
Treat birthdays as deadlines. If you are 32 and drifting toward an application "next year", understand that the drift may cost 5 points, and 5 points is often a full year of extra waiting in the pool. People delay for months to save a few hundred dollars on a test, then lose points worth more than the test fee a hundred times over.
English: the cheapest points on the board
This is the lever most people underuse. Competent English (IELTS 6 in each band) scores zero. Proficient (7s across the board) adds 10 points. Superior (8s across the board) adds 20 points.
Sit with that for a second. The difference between 6s and 8s is worth two-thirds of the entire pass mark. A retest costs a few hundred dollars and a few weeks of preparation. Nothing else in the migration system converts effort into points at that exchange rate. If your first attempt lands one band short in a single skill, book the retest immediately; most candidates who prepare specifically for their weak band close it within two attempts. PTE Academic is accepted as an alternative and some candidates find its scoring more predictable for the speaking section.
Employment: the points that depend on paperwork
Skilled employment earns up to 15 points earned outside Australia (at 8+ years) and up to 20 for years worked inside Australia. The trap is the phrase "skilled employment". Your assessing authority decides the date from which your experience counts as skilled, and that decision can quietly delete years.
Everything else
A bachelor's degree earns 15 points, a doctorate 20. Two years of study in Australia adds 5, with more available for regional study. A partner with their own skills assessment and Competent English adds 10, a single applicant or a partner who is an Australian citizen or PR also adds 10, and Credentialled community language (NAATI) adds 5. Professional Year programmes in accounting, IT and engineering add another 5 for those inside Australia.
The three subclasses, honestly compared
Subclass 189 (Skilled Independent). No sponsor, no strings, straight to permanent residence. Because it is the cleanest product it clears at the highest scores, and in recent years invitation rounds have been small and selective. If your score is not comfortably above recent cut-offs for your occupation, do not build your plan on the 189.
Subclass 190 (State Nominated). A state nominates you and adds 5 points, in exchange for a commitment to live there for around two years. Also permanent from day one. Each state publishes its own occupation list, and those lists open and close through the year. The practical consequence: your odds can depend more on which state wants your job title this quarter than on your raw score.
Subclass 491 (Skilled Work Regional). The nomination adds 15 points, the largest single boost in the system. It is provisional, not permanent: five years with a requirement to live and work in a designated regional area, converting to PR after three years of meeting income and residence conditions. "Regional" in this context includes places like Adelaide, Canberra and the Gold Coast, which surprises most applicants pleasantly.
If your occupation appears on state lists, a 190 or 491 route frequently beats waiting in the 189 queue with a middling score. Migration agents see clients waste eighteen months learning this the slow way.
The skills assessment comes first, always
Every points-tested application begins with a skills assessment from the authority that owns your occupation: ACS for IT, Engineers Australia for engineering, AHPRA for registered health professions, VETASSESS for most everything else. Fees run from a few hundred to over a thousand dollars, and timelines from weeks to several months.
Two things about assessments that the forums get right and the brochures do not:
- They deduct experience. ACS typically treats your first two to four years of work as the period in which you became skilled, and only counts employment after that date. An applicant claiming 8 years can walk out with 4 countable ones.
- They anchor everything downstream. Your nominated occupation code determines which state lists you appear on, which invitation rounds touch you and what evidence you need. Choosing between two plausible codes is a genuine strategic decision, worth an hour of professional advice.
A realistic timeline
- Months 0 to 3: English test, document gathering, skills assessment lodged.
- Months 3 to 6: assessment returns, Expression of Interest lodged in SkillSelect, state nomination applications where relevant.
- Months 6 to 12: invitation (score and occupation dependent), then 60 days to lodge the full visa application.
- Months 12 to 18: medicals, police checks, grant. Processing speeds vary widely by subclass and case.
Common mistakes
- Waiting to "finish one more year of experience" while an age band expires. Run both numbers before you choose.
- Claiming points you cannot evidence. Reference letters need duties, dates and hours, on letterhead, from someone contactable.
- Ignoring the partner. Ten points may be sitting next to you on the sofa.
- Treating the English test as a formality. It is the difference between competitive and invisible.
What to do next
Score yourself honestly at today's age and band results, then model the two or three upgrades that are actually within reach. The Migration Wizard does the route comparison in a couple of minutes, and the Australia profile holds the full picture of routes, costs and living data. Cut-offs and state lists move constantly, so before lodging anything, confirm the current numbers with the Department of Home Affairs, and where the stakes justify it, have a registered migration agent sanity-check the plan.
Nothing here is legal advice. Always confirm against official government sources before acting.
